ponymechanicI'll likely update it as I do more and more of them, but under the first cut is the first one completed for him.
Body and Appearance
1. Describe the character's height and build. Is he heavyset, thin, short, rangy?
Tails is a bit on the short side (slightly shorter than most mares) and he's average weight.
2. How old is he? What’s his birthday?
He's 16 and while he doesn't have an offical birthday, I've decided to have his birthday be November 4th.
3. Describe his posture. Does he carry himself well or does he slouch?
I guess about normal? He doesn't slouch or carry himself up very high.
4. How is his health? Is he fit or out of shape? Any illnesses or conditions? Any physical disabilities?
He's fairly fit and surprising althetic for a nerd. No real illnesses or physical disabilities.
5. How does he move? Is he clumsy, graceful, tense, fluid?
About normal. He's not clumsy, but not graceful either.
6. How attractive is this character physically? How does he perceive himself in the mirror?
He's on the adorable side even as a teenager. He just sees himself as is. Nothing really special.
7. Describe his complexion. Dark, light, clear, scarred?
Light I suppose? No scars and it's pretty clear.
8. Describe his hair: color, texture, style.
Orange mane, it's a normal kind of texture and his mane style is a typical boyish style with three small bangsthat is hard to tell from the icons 'cause the ponymaker didn't have his exact style and I can't draw .
9. What color are his eyes?
Blue.
10. What is his cutie mark, if he's a pony? What is its meaning or significance?
It's a monkey wrench and a flat screwdriver in an "X" formation. It mainly shows his talents as a mechanic and being able to build things like airplanes and special devices for various things.
11. Does the character have any other noteworthy features?
His tail is styled in a way that makes it look like two small fox tails. He's also a pegasus.
12. What are his chief tension centers?
I would say his shoulders and neck.
13. What is the character's wardrobe like, if he wears clothes? Casual, dressy, utilitarian? Bright colors, pastels, neutrals? Is it varied, or does he have six of the same suit?
He doesn't own very much (though he still has the dress jacket from last Grand Galloping Gala. He tends to go for oranges and yellows and his fashion sense is a tad outdated (90s' to be exact).
14. Do his clothes fit well? Does he seem comfortable in them?
Yes.
15. Does he dress the same on the job as he does in his free time? If not, what are the differences?
I don't believe it applies to him.
Speech
1. What does this character's voice sound like? High-pitched, deep,horse hoarse?
It's a little light for a boy his age, but his voice is clearly male.
2. How does he normally speak? Loud, soft, fast, evenly? Does he talk easily, or does he hesitate?
He talks about evenly unless he's speaking technobabble in which case it speeds up slightly, though he's gotten better at not being a total blabbermouth.
3. Does the character have a distinct accent or dialect? Any individual quirks of pronunciation? Any, like, you know, verbal tics?
Not really.
4. What language/s does he speak, and with how much fluency?
He speaks english and binary fluenantly, though he does understand other computer languages like hexadecimal codes.He also speaks technobabble fluenctly. As for other languages, he tried learning Chun-nese (his world's version of China's language) but ended up failing. If he were to show what the written language looks like it'll look like a mix between japanese and manderain chinese.
5. Does he switch languages or dialects in certain situations?
Well there was that one time the community's auto-translator broke so Tails was forced to try to use binary to communicate (since he knew trying to talk normally wouldn't work), but he was only able to be somewhat understood by Metal Sonic.
6. Is he a good impromptu speaker, or does he have to think about his words?
He's okay at imprompt speaking but he'll sometimes say something he shouldn't (though again he has been getting better at that).
7. Is he eloquent or inarticulate? Under what circumstances might this change?
Not really since he talks about normal unless it's technobabble.
Mental and Emotional
1. How intelligent (IQ, emotional IQ, social IQ, etc.) is this character? Is he book-smart or street-smart?
He's very book smart and his IQ is very high. Street smart on the other hand, not as much. Sure he has been getting better, but he can be a little too trusting with most people. Eggman is an exception to that rule since Tails knows better than to trust him at this point.
2. Does he think on his feet, or does he need time to deliberate?
He can be quick on his feet though he usually stops and thinks out the situation.
3. Describe the character's thought process. Is he more logical, or more intuitive? Idealistic or practical?
He thinks pretty logically and practically, but it can be idealistic as well.
4. What kind of education has the character had?
No formal education since he was self-taught. While he did briefly attend Hogwarts during a virus, that doesn't really count since it was a virus.
5. What are his areas of expertise? What, if anything, is he interested in learning more about?
His expertise is aircraft as he's a pilot and he's an expert hacker. He can build quite a few machines including a hover car, extreme gear and even his Miles Electronic was his own invention. He has tried studying various things over the years, though not always with great results.

Very much an extrovert.
7. Describe the character's temperament. Is he even-tempered or does he have mood swings? Cheerful or melancholy? Laid-back or driven?
He's pretty mellow and patient most of the time, but in recent years he has started developing a bit of a temper and a real sarcastic side (due to Sonic rubbing off on him). While he's fairly cheerful most of the time, various things that has happened to him has taken a toll on him so he's not nearly as happy as he used to be.
8. How does he respond to new people or situations? Is he suspicious, relaxed, timid, enthusiastic?
He's pretty friendly with most new people and he can deal with a lot of situations thanks to dealing with various weird things in his canon and in DDD. He's not as trusting as he used to be, but he's usually willing to give others a second chance.
9. Is he more likely to act, or to react?
Depends on the situation.

Flight but if his friends are in danger, he'll fight.

He's got a good sense of humor though he doesn't really care for bathroom humor. He doesn't mind pranks though.

He has fake selves developed from false memories that were inplanted into his head by the community, but he doesn't actually have DID (Dissociative Identity Disorder) since the mental wall in his head blocks them from control of his body as well as his real memories, shadow & persona.
He does however have a slight form of Stockholm Syndrome due to having become dependent on the community despite it killing him twice and put him through much trauma. It may eventually go away as the chance of him being brought back in DDD is slim to none.
13. What moments in this character's life have defined him as a person?
Beating the Battle Kukku Army (Battle Bird Armana in english) in Tails Adventure, Beating Eggman on his own for the very first time in Sonic Adventure, and other moments that are too much to list at the moment.
14. What does he fear?
He used to fear his shadow but has since then completely accepted him. He does however still fear seeing his friends getting hurt or killed. He also fear losing his mind again and possibly losing himself to his fake selves.

Other than being able to go home permantantly and stopping Eggman for good, not much.

The two times he accidentaly transformed into a dark super form from fake Chaos Emeralds (or shards of them the second time) and attacked people, even sending a friend of his to the hospital. He also tries not to bother people with his troubles unless he has no choice.

Non-existant since his parents died when he was very young so he never got to know them at all. While this used to bother him, he's pretty much at peace with it at this point.

No blood siblings, but he considers Sonic his big brother and Amy his big sister. He also considers Knuckles a close friend next to Sonic.
3. Are there other blood relatives to whom he is close? Are there ones he can't stand?
Nope.

Sonic the Hedgehog. They met when Tails repaired Sonic's plane after seeing him run very fast and chase after him.

Yes. Knuckles and Amy. He used to have Roze from Fullmetal Alcemist (2003 anime) as a close friend.

He makes friends pretty easily and he gets along with most people well.

Friends since they are practically his family due to not having a real one.

Single and he has never been in a relationship.

No.

He has never fallen in love.

He's 16 so no and he's currently not really interested in having kids or adopt any.

Eggman for one. He's also dealt with The Battle Kukku Army, Wendy Witchcart & her minions in the past. He also has Dan for an enemy. Heinz Doofensmirtz doesn't really count since he's not a real enemy and Tails is one of his "bad friends".
As for rivals, Eggman would be considered a rival in IQ, but Tails finds him an idiot and annoying, but his real rival would be Wave of the Babylon Rogues.
15. What is the character's sexual orientation? Where does he fall on the Kinsey scale?
Beliefs

He's a scorpio and a rabbit. The rabbit part fits him pretty well but Scorpio not as much.

He's not religious at all. Mainly because he's seen various gods and goddesses and other strange things in his life that would prevent him from becoming religious since everything can be considered true in some universe or another.
3. Does this character have a personal code of morals or ethics? If so, how did that begin? What would it take to compromise it?
He's very moral and tries to stick to the law most of the time. The only exception is if said law prevents him from doing the right thing.
The only thing that would push Tails to take a person's life is if they kill either Sonic or another close friend of Tails. Especially if it appears they can never be redeemed.
4. How does he regard beliefs that differ from his? Is he tolerant, intolerant, curious, indifferent?
He's pretty tolerant most of the time, but racism is a big no-no for him.
5. What prejudices does he hold? Are they irrational or does he have a good reason for them?
He used to not like robots due to Eggman using them as his army, but he's since learned that not all robots are bad (even though in the past he has built a tiny robot toy when he was five.)
Daily Life

Pretty poor both back home, but in MLJ, he's considered lower middle class. He'll likely have a better situation once he has a real job.
2. What is his social status? Has this changed over time, and if so, how has the change affected him?
Back home he was an illegal alien but since he lived outside the city it wasn't a problem. In MLJ, he's just a normal citizen. It hasn't really affected him that much.
3. Where does he live? House, apartment, trailer? Is his home his castle or just a place to crash? What condition is it in? Does he share it with others?
He was living in the commune but come spring, he'll move into the Night Market.
4. Besides the basic necessities, what does he spend his money on?
Not that much. He's not a big spender (though he did win some things at the auction in Jan.)
5. What does he do for a living? Is he good at it? Does he enjoy it, or would he rather be doing something else?
He doesn't have a job yet, so you'll have to get back to me on that one.
6. What are his interests or hobbies? How does he spend his free time?
He's into machines and various gadgets and technology.
7. What are his eating habits? Does he skip meals, eat out, drink alcohol, avoid certain foods?
Back home, while he wasn't a true vegetarian, he only ate meat like hot dogs and cheesy chili dogs once in a while. In MLJ, that changed due to becoming a pony but it's not that much a change. He doesn't (and can't) drink alcohol.
He generally avoids meat that is made of animals that he has met in the past (duck, alligator, rabbit). He certainly would never eat fox meat for obvious reasons.
